The Zambia Information and Communications Technology
Authority (ZICTA) is a statutory body established to regulate the Information
and Communications Technology (ICT) sector as well as the Postal and Courier
Services Sector Zambia. The Authority draws its mandate from the Information
and Communications Technologies Act No 15 of 2009, the postal Services No.22 of
2009 as well as the Electronic Communications and Transactions Act No. 21 of
2009.
Section 71 of the ICT
Act No. 15 of 2009 as read with Statutory Instrument No.38 of 2012 (Universal
Access Regulations, 2012) and Statutory Instrument No. 25 of 2018 (Universal
Access Amendment Regulations, 2018) Empowers the Authority to appoint a fund
Manager to manage and administer the Universal Access and Service fund (UASF).
The UASF is a Vehicle for financing Universal access and service projects in
the ICT telecommunications sector Therefore, the Authority, as an ‘ Equal
