ABT Associates – Scaling Up Family Planning Programme (SUFPII)

Request for Individual Monitoring and Evaluation Consultant

Background

The Scaling Up Family Planning (SUFP) programme, implemented by Abt Associates and funded with UK aid from the UK government, works with the Ministry of Health (MOH) and key stakeholders to address unmet needs for family planning (FP) by scaling up services in selected hard to reach communities. The second phase of SUFP, initiated in July 2016, is working to transition of ownership of the programme to the MOH, while strengthening the capacity of the MOH to scale it up. The goal is to institutionalise the SUFP model of enhancing FP service delivery in Zambia and to support implementation in new districts of Western and Central Provinces.

Level of Effort (LOE) and Period of Performance

The Consultant will be engaged on long term basis but will work on average 3 days per week.

  • Period of Performance: April 30 – September 30, 2018
  • Maximum days LOE: 60

Purpose of Assignment

The Consultant will provide all required M&E and research services needed to support the SUFPII project team and specifically to:

  • Coordinating with the project staff to implement robust M&E systems, identify and monitor key program activities in order to document results, and ensure the integration of system and results into the Ministry of Health system’s decision-management processes.
  • Supporting the collection, analysis, and reporting of routine project and adhoc research data.

Deliverables

  • Weekly reports to M&E unit for progress on the Specific tasks.
  • Draft and finalized reports for research activities conducted.
  • Draft and finalized reports for capacity building activities.

Qualifications and Experience

  • At least a masters’ Degree in Public Health, Statistics, Demography, Social studies, Economics or related field.
  • More than 5 years work experience in M&E.
  • Conversant with Microsoft Office Suite applications, database applications and statistical packages.
  • Knowledge and hands on use of the DHIS/2 or HMIS.
  • Familiar with reproductive health/family planning programming in the region.
  • Experience with protocol/proposal development and Interaction with Institutional Review Boards as well as conduct qualitative and quantitative health research.
  • Experience in training enumerators and supervising research teams.
  • Experience in conducting data quality auditing.
  • Familiar with health services performance assessments.
  • Demonstration of conducting similar work in the past three years with traceable references.
  • Knowledge of bemba and or Lozi will be an added advantage.
