Opportunity
The USAID-funded Systems for Better
Health in Zambia works closely with the Zambian Ministry of Health (MOH) at the
national, provincial, and district levels to strengthen skills and systems for
planning, management, and delivery of high-impact health services and with
communities to promote increased use of public health services. The Ministry of
Health will receive direct funding from three cooperating partners to
strengthen the continuum of care for Reproductive, Maternal, Newborn, Child and
Adolescent Health & Nutrition (RMNCAH&N) services in Central, Eastern,
Luapula, Muchinga, Southern and Western provinces. This direct funding is
referred to as a Government to Government (G2G) grant. The cooperating partners
include the United States Agency for International Development (USAID), the
Embassy of Sweden, and the Department for International Development (DfID). The
USAID Systems for Better Health (SBH) Project led by Abt Associates, will
provide technical assistance to the Ministry of Health and six provinces for
health systems strengthening technical assistance to support the RMNCAH&N
program. The SBH work focuses on the MOH performance management systems which
include Planning and Resource Allocation, Health Management Information
Systems, Performance Assessment, and Provincial and District Integrated
Meetings. SBH will also provide technical assistance to strengthen the
MOH public financial management systems.
Abt Associates seeks a qualified
Technical Specialist / Monitoring and Evaluation Specialist to support the
International Development Division’s Systems for Better Health project in
Zambia.
Key Roles and Responsibilities
§ Support the SBH G2G health systems strengthening team to
implement systems, tools, and processes to monitor and document program performance
and results
§ Design and implement systems to measure output and outcome
results by routinely collecting, analyzing and presenting program data to SBH
personnel, partners, and donors
Preferred Skills / Prerequisites
§ Master’s Degree in Public Health, Epidemiology, Statistics,
or another relevant field
§ At least eight years of relevant professional
experience in designing and implementing M&E systems and approaches for
complex health systems strengthening or service delivery programs
§ Demonstrable analytical skills to measure the health outcome
or impact of the project’s activities
§ Excellent computer, communication, and organizational
skills, including proficiency in statistical software
Minimum Qualifications
§ (8+) years of experience and a master degree OR the
equivalent combination of education and experience
