PAMO supports the National Malaria Elimination Programme (NMEP) to strengthen implementation of malaria control and elimination efforts. The project works at provincial, district, and community levels to 1) Support implementation of proven malaria interventions in alignment with the National Malaria Elimination Strategic Plan; 2) Strengthen management capacity of Provincial and District Ministry of Health personnel to provide oversight/supervision of malaria interventions and; 3) Strengthen the Health Management Information System at the provincial and district levels to improve data reporting, analysis, and use for decision-making.  PAMO will help districts, health facilities, and communities maintain universal coverage of ITNs through mass campaigns and continuous channels such as antenatal care, immunization services, schools, and community-based health workers

PATH is currently recruiting a Community Engagement & Mobilization Officers (CEMO) who will report directly to the Provincial Coordinator.  PATH is an international organization that drives transformative innovation to save lives and improve health, especially among women and children. Together, we deliver measurable results that disrupt the cycle of poor health.

The CEMO will provide community and district level specialized technical guidance on proven approaches for community engagement with the ultimate goal of increasing uptake and utilization of malaria services. In coordination with the Social Behavior Change Specialist, S/he will have primary responsibility for oversight of community intervention activities in this area. S/he will also work with other program managers to provide general support the Provincial and District Health staff, as requested. The CEMO will be located in Muchinga Provinces.

Responsibilities:

§  Support implementation and monitoring of SBC activities including radio, orientations, meetings and other key events

§  Support the development and implementation of the project’s community engagement and community outreach strategies and activities including meetings, drama and PA.

§  design, and support the development of program tools and strategies for community engagement in community level malaria programing

§  Provide oversight and regular supervision and monitoring to CSOs

§  Contribute to the development of relevant materials and trainings to inform the projects community engagement and outreach activities.

§  Provide support to NMEC, CBOs and other partner organizations and existing traditional structures to plan and integrate SBC community interventions and implement community engagement activities.

§  Work with community groups and outreach workers to map and monitor community action and increase participation in and uptake of malaria services; provide ongoing mentoring and support.

§  Prepare technical reports as required.

§  Coordinate community trainings, conduct supportive supervisions, and organize review meetings.

§  Record, Document and report best practices to provincial coordinator.

§  Participate in preparation of work plans, progress reports, monitoring and evaluation of the project

§  Collect data and compile reports using the M&E tools.

§  Facilitate and participate in program review meetings at District, Health Facility and Community level.

§  Prepare regular weekly and monthly plans and progress reports.

§  Provide technical assistance to Health Facility Staff in organizing community meetings/events and training of Community Based Volunteers and other community members.

§  Conduct other activities as assigned by the immediate supervisor.

 

Specific Program Responsibilities:

 SBC at District and facility levels

§  Support capacity building trainings

§  Produce training and reports

§  Conduct monitoring and supervisory visits to CSOs

§  Support implementation and monitor progress for SBC implementation

§  Participate in the planning and implementation of national events – world malaria day, child health week and safe motherhood week

§  Participate in the documentation of the success stories

 

Community Champions

§  Work with district and facility staff to identify community change agents to serve under the champions approach

§  Participate in the orientation of community champions on various malaria interventions and SBC

§  Support implementation of SBC- champion led activities to increase uptake of services

§  Regular monitoring and supervision of champion activities in the District

 

 

 Community Drama

§  Monthly monitoring of drama groups

§  Development of budgets for the support of drama group performances at community level

§  Consolidate drama reports

 

 

Required Skills

§  Bachelors’ Degree in a related field or equivalent experience in public health and behavior change communication.

§  At least 5 year(s) of relevant experience required

§  Computer literate with proficiency in basic software

§  Proven experienced in in integrated malaria

§  Experience in planning and facilitating trainings Experienced with programs in behavior change communication, community engagement and capacity building

§  Experience in participatory approaches for community mobilization

§  Experience working directly with local communities a plus

§  Ability to travel in-country within the PAMO district 60%

§  Must have legal authorization to work in Zambia.

§  Excellent interpersonal, teamwork, and supervisory skills

§  Understanding of the health system in Zambia

§  Conceptual thinker, with excellent follow-through and organizational skills

§  Demonstrated experience of applying evidence –based approaches to enhance quality and impact of programming

§  Experience working on USAID-funded project a plus.

§  Must have legal authorization to work in Zambia.
